Michael Kent

Mike is a strategic level advisor with a proven ability in project consultancy and program/project management, with specialist expertise in project risk management.  He has extensive experience of the formulation, justification, organization, planning, procurement and implementation of major projects, for a variety of procurement routes, including PPP/PFI, Design & Build and Construction Management.   Mike has a detailed understanding of the specification and operation of construction contracts, including output specifications, service specifications, payment mechanisms and lifecycle costs. This is supported by practical experience of the management, procurement and delivery of a wide range of schemes.

Mike has advised public sector clients on the procurement of several PFI projects, including Wolverhampton BSF, Wigan Joint Service Centre, Oldham Secondary Schools and MoD Project Aphrodite.   This includes the definition of project need, scope and procurement strategy, together with life cycle costing, risk analysis and business case development.   He works closely with the client's team, gaining a thorough understanding of the requirement and supporting them through the approvals and procurement process.  He also has experience of NHS LIFT schemes, through advising project funders.

Mike has undertaken several strategic reviews. He was a key member of the team responsible for the Independent Financial Review of the Navy’s new £4bn Aircraft Carrier program, prior to commencing the manufacturing phase. Mike was also a member of the team responsible for reviewing the procurement of the £3bn Thameslink 2000 project. This entailed investigating alternative forms of procurement and project finance, including the full range of PPP alternatives, and recommending appropriate procurement strategies.  Similar roles include advising TfL London Trams on procurement strategy for future tram schemes.
