Warren Adams

Warren Adams has more than 23 years of experience in airport financial and commercial planning, business and financial strategy development, rental car business planning and financing, and airline and tenant lease negotiations. He has assisted airport operators in the sale of over $6.5 billion in revenue bonds to finance airport capital programs, developed strategies for financing capital programs, participated in passenger and cargo airline lease agreement and majority-in-interest (MII) negotiations, and negotiated rental car agreements. Warren also participated in privatization initiatives in Australia, Costa Rica, and the United States.

Since 2007, Warren has been responsible for developing and implementing strategies for the executive management team at Los Angeles World Airport (LAWA) for Los Angeles International Airport (LAX) to (1) revise the capital charging structure to increase the long-term affordability of capital projects, (2) relocate Virgin America from Terminal 6 to Terminal 3 and substantially revise the business and gate-use provisions under a new lease with Virgin, (3) negotiate a new terminal equipment lease and management agreement with LAXTEC at the Tom Bradley International Building, (4) redevelop the joint-use fee structure for LAWA-owned aircraft gates, (5) prepare the valuation analysis and justification to purchase the Federal Inspection Services and preferential use rights of 4 gates from United Airlines, (6) prepare valuation analysis and negotiate a settlement agreement for LAWA’s purchase of a terminal at LAX, and (7) achieve a long-term increase in the recovery of operating expenses from the airlines serving LAX.

From 2006 through 2009, Warren led the successful negotiation of a new 5-year airline use and lease agreement at Baltimore/Washington International Thurgood Marshall Airport (BWI), which resulted in the recovery over the next 5 years of over $27 million of airline rates and charges that should be have been recovered over the prior 5-year period.  In addition, he made modifications to the methodology for calculating airline rates and charges.  Warren also led the successful negotiation of the prior airline use and lease agreement at BWI, which replaced a 25 year-old agreement.  In addition, he assisted BWI management in the negotiation of new rental car agreements for a new consolidated rental car facility at the airport.
