Among the services we offer are concession structuring and risk allocation, access pricing, multi-modal planning, demand and ridership forecasts, scheduling and route development, terminal planning and business strategy.

Our international clients include national ministries of transport, public and private rail organizations, local and regional planning organizations, airports as well as lenders and bidders engaged in concession and franchise opportunities. The particular type of client varies depending on governments’ approach to national rail policy and privatization.

As many governments have privatized the management and operation of rail services, LeighFisher provided strategic advice to public officials on the franchising of rail development of concession opportunities, we advised lenders and bidders during the privatization process and, after the transaction, assisted the successful private operators with a variety of business services. In addition, our international team has experience working with local and national authorities on credit enhancements and, where provided, capital grants.

LeighFisher has worked on high-speed rail role in system-wide planning, examining the role rail plays in addressing intercity demand in congested corridors. Integral to these planning efforts was the development of air-rail diversion models and analysis of high speed rail providing connecting service to markets within 600 miles. These efforts necessitated the development of a travel demand model to estimate those riders connecting from transit and roads as well as those connecting to airports for longer-haul travel.
